Law enforcement is asking for your help in locating a Waterloo man who escaped from his work release facility. 54-year old Mark Desmond Kelly failed to report back to the Waterloo Residential Correctional Facility, as required on Sunday. Kelly was convicted of 2nd degree robbery, 1st degree theft, and possession of controlled substance – Methamphetamine in Black Hawk County. Kelly is a Black male, stands 5’7″, and weighs 209-pounds. According to the Iowa Department of Corrections release, he was admitted to the work release facility on Nov. 6, 2025. Anyone with information on Kelly’s whereabouts should contact local police.
